This panel is taken from Issue #32 of Tales of TMNT which takes the Turtles to the world of Moo Mesa.
Now if anybody's watched the Moo Mesa episode of TMNT Fast Foward, they might remember seeing not just the Law-C.O.Ws themselves, but also Terrobull, Buffalo Bull and (I believe) Swifty Buckhorn the Jackalope, who appeared only the Season 2 episode "The Fastest Filly in the West".
In this scene, we can see Mayor Bulloney, Lily Bovine, Cowlamity Kate, Boothill Buzzard, Saddlesore Scorpion and Cody Calf. Too bad none of these guys never made that TMNT episode...

Man this show really deserves a reboot. And maybe it's just my opinion, but since Netflix separated the world of Etheria in She-Ra from Eternia and made the everyone in the universe their own person, I would like it better if everyone in the Moo Mesa universe were their own person, meaning not always crossing them over with characters from one cartoon show after another if you know what I mean. Otherwise that would likely cause too much confusion and make it out of place one too many times.
